It's a milkly light lotion base type toner. Basic hydrate enough. No irritating. Feel skin smooth after used. The only thing dislike is the fragrance. Don't know how to describe the smell. All in all, dislike. Luckily the other products with same series doesn't have this fragrance. And the unfriendly price.
